Project Summary

Between 2018 and 2020, more than 5,000 new apartments came online in Downtown Oakland, but less than 4% (fewer than 200) of those units were affordable. Economic pressures and the pandemic have made housing for low-income and extremely low-income individuals an urgent crisis. There is a large unmet need for more affordable housing in Oakland.

The East 12th Street Affordable Housing Project is located at the southeast corner of the East 12th Street Remainder Parcel at the corner of E. 12th Street and 2nd Avenue. It is the first phase of a two-phase affordable housing development plan, which will provide 91 units of affordable housing for very-low and low-income residents, including 23 units of permanent supporting housing for homeless individuals and families.

EBALDC and its development partners, The Unity Council and Jordan Real Estate Investments, are excited to bring affordable housing to this site in partnership with the City of Oakland and local transit agencies to help ensure residents can connect with economic and social opportunities. Building these new, affordable units on Lake Merritt will help preserve Oakland as the diverse, inclusive, culturally rich, and vibrant city our communities have shaped.

EBALDC, as lead developer, has over 48 years of experience building healthy, vibrant and safe neighborhoods in Oakland and the greater East Bay. Our organization provides over 2,300 units of affordable housing at 35 properties as well as direct services to over 4,000 individuals and families annually. We are proud to partner with the community to bring these much-needed affordable homes to Lake Merritt.
