DMV resumes automatic voter registration after verifying success of reforms adopted to strengthen process

On Feb. 26, 2025, Oregon DMV ended a temporary pause on Oregon Motor Voter at the direction of Governor Tina Kotek based on the results of a data integrity review process started in fall 2024. Oregon DMV has resumed Oregon Motor Voter and submitted all records to the Secretary of State that had been stored since Oct. 7, 2024, when Governor Kotek directed DMV to temporarily pause the transfer of Oregon Motor Voter records to the Secretary of State. The pause was due to DMV clerical and policy errors regarding citizenship status that resulted in more than 1,600 people mistakenly being registered to vote. In reviewing these files, the Secretary of State found that virtually all these individuals did not vote. Of the roughly 1,600 people mistakenly registered, only 17 voted in any election and many of them were later confirmed to be citizens.

DMV has since adopted controls and processes to reduce the risk of error and hired a Voter Registration Integrity Analyst. Monthly since the pause, DMV has sampled new Oregon Motor Voter records and manually reviewed them against information collected from customers to verify accuracy and correct any errors. DMV publishes the information in a monthly report (see below). No new mistaken registrations have been found in the Oregon Motor Voter file among transactions that have taken place since new measures were put in place. DMV will continue to sample Oregon Motor Voter data monthly through 2025.

As a partner to Oregon’s Secretary of State, Oregon DMV is proud of the role it plays in helping U.S. citizens vote. We will continue our work to ensure the Oregon Motor Voter process is more secure and reliable than ever.
