The Position

Reporting to the Director of Operations and Maintenance (OMD), the Manager of Facilities Maintenance and Construction (Manager) plans, organizes, and directs facility, plant and equipment maintenance and construction activities. These activities involve mechanical, electrical, and electronic systems, security systems, instrumentation, HVAC (heating, ventilation, and air conditioning), structural and grounds maintenance, planning, and asset management information systems. In addition, provides engineering evaluation and support for OMD and East Bay Municipal Utility District’s (EBMUD) industrial control systems. The Manager also oversees capital construction projects such as pumping plant upgrades, equipment replacement, facility improvements, and related projects.

The Facilities Maintenance and Construction Division includes three maintenance sections, and two engineering sections, consists of a staff of over 150 and utilizes an operating budget exceeding $40 million. This is an exempt (at will) position, serving at the pleasure of the Board of Directors.

• Plan and direct a comprehensive facilities maintenance and construction program in the areas noted.

The annual salary is $171,912 up to $260,736. Initial placement within the range is based upon qualifications. Appointment is typically made at or below the control point ($223,488) per year.

Requirements

1. Bachelor’s degree

2. Several years of progressively responsible experience in one or more of the major areas of responsibility described above

3. Valid California driver’s license and satisfactory driving record

The Selection Process

1. Submit a completed EBMUD application and the required supplemental question responses online at www.ebmud.com by 4:30 p.m., Friday, March 29, 2024. Only application materials submitted online during the filing period will be accepted.

2. Candidates must achieve a passing score on each test part in order to advance to the next step in the selection process.

3. All qualified applications and supplemental responses will be competitively evaluated, with those candidates receiving a passing score to be invited to a panel interview tentatively scheduled for mid-April.

4. Successful candidates will be placed on the hiring list, based on rank, for further consideration to fill the current regular vacancy, as well as others occurring over the next 12 to 24 months.

5. The probation period for this position is 12 months. For those holding civil service status the probation period is 6 months.

6. All employment offers are conditional, pending the results of a Live Scan background screening. All selected finalists must participate in the Live Scan background screening process to remain in consideration for EBMUD employment.

The Facilities Maintenance and Construction (FMC) Division has a staff of over 150 employees reporting to numerous facilities in two counties and assigned to different field maintenance and construction duties. Describe your experience and approach to managing diverse, geographically dispersed staff, including providing effective leadership, communications, performance measurement, and personnel management.

FMC has an annual operating budget exceeding $40 million and completes over $10 million in capital projects annually. Describe your experience in managing large and complex projects, and your approach to effective project management and use of a computerized maintenance management system.

FMC is responsible for maintaining and constructing highly complex mechanical, electrical, instrumentation, and control systems critical to the reliable operation of the water system. Describe your experience in managing high voltage power supply systems and low voltage communication and data systems, including electrical/mechanical interfaces.
