The Position

Advance your career as an Associate Civil Engineer with the East Bay Municipal Utility District (EBMUD), an industry-leading water and wastewater utility. The current opening is in the Transmission Pipelines and Tunnels Section, part of the Engineering Department’s Pipeline Infrastructure Division. Reporting to a Senior Engineer, Associate Engineer is the registered professional engineer level position on the EBMUD engineering career ladder.

This section is responsible for managing and implementing projects for the renewal and upgrade of EBMUD’s 360 miles of treated-water transmission system and 100 miles of raw water conveyance system. EBMUD is seeking one motivated professional with experience in pipeline design and project management. The selected candidates will assume lead roles in the evaluation and design of upgrades to EBMUD’s water transmission pipeline systems and tunnels. Specific responsibilities may include:

• Managing multi-million-dollar capital projects; preparing reports recommending priorities for pipeline and tunnel rehabilitation and upgrade projects; developing detailed project scopes, schedules, and budgets; managing projects through the design process.

• Designing welded steel, ductile iron, and plastic pipeline systems and appurtenances of various diameters, analyzing options for connections/outages to existing pipeline facilities, and interfacing with EBMUD civil/structural engineers regarding pipelines connected to facilities such as pumping plants, reservoirs, dams, and valve vault structures.

• Preparing pipeline and tunnel design drawings; preparing specifications and cost estimates; developing construction bid documents; and providing support during construction.

• Identifying need for outside consultant expertise, soliciting proposals, selecting consultants, reviewing work products for consistency with EBMUD practices and to meet internal stakeholder needs.

• Evaluating alternative pipeline materials, alignments and construction methods including trenchless installations based on site and budget considerations.

• Conducting analyses using GIS or other software, considering various factors including condition, geo-hazards, and consequence of failure; creating databases of projects and prioritization criteria to rank projects to support master planning and to develop capital improvement programs.

• Working with cities, counties, and regulatory agencies regarding encroachment permit conditions for underground construction, including requirements for traffic control, pavement restoration, and managing community impacts.

• Serving as subject matter expert on conveyance infrastructure and supporting engineering requests from throughout EBMUD.

• Managing and conducting inspections and condition assessment for existing pipeline and tunnel facilities.

• Maintaining uniform standards of design, pipeline materials, and replacement methods.

• Researching emerging materials and products, pipeline condition assessment tools and guiding integration into EBMUD practices.

• Communicating effectively orally and in writing with internal and external stakeholders.

IDEAL CANDIDATE PROFILE

As appropriate to the assignment, the ideal candidates will demonstrate proficiency in project management; oral and written communication skills; experience preparing contract bid documents for pipelines; engineering analyses; and construction support.

Flexible/hybrid work from home schedule may be available for some positions in this job classification.

The salary range is $11,976 per month increasing to $12,575, $13,204, $13,864, and $14,557) after 6, 18, 30, and 42 months, respectively.

Requirements

1. Bachelor’s degree in an ABET-accredited civil (or closely related) engineering curriculum OR a California EIT Certificate;

2. Four years of professional civil engineering experience (subsequent to obtaining the degree); AND

3. California registration as a Professional Civil Engineer.

Other requirements: Must possess the physical characteristics to perform the critical and important duties of the position including both office and field duties, and maintaining a physical condition necessary for sitting, standing, climbing steep stairs and ladders, or walking for prolonged periods of time. A valid California driver’s license and a satisfactory driving record. Must be willing to work overtime when needed.

The Selection Process

2. Candidates must achieve a passing score on each test part in order to advance to the next step in the selection process.

3. All qualified applications and supplemental responses will be competitively evaluated, with those candidates receiving a passing score to be invited to a panel interview tentatively scheduled for April 2024.

4. Successful candidates will be placed on the hiring list, based on rank, for further consideration to fill the current regular vacancy, as well as others occurring over the next 12 to 24 months.

5. The probation period for this position is 12 months. For those holding civil service status the probation period is 6 months.
