The Position

East Bay Municipal Utility District (EBMUD) is currently seeking a motivated, experienced, and team-oriented Assistant Engineer to join the Wastewater Department’s Project and Construction Management (PCM) Section. PCM section staff support the Wastewater Department’s Capital Improvement Program as construction phase project managers for wastewater treatment and collection system rehabilitation and expansion construction projects. This position provides opportunities to gain construction management experience while working on wastewater treatment plant upgrades and traditional wastewater infrastructure rehabilitation projects.

The most competitive candidates will possess knowledge and experience in management of construction projects, with a general understanding of the wastewater treatment process and coordinating construction activities in operating treatment facilities. This individual should have experience working on construction sites, have a basic understanding of the various construction trades, and how to troubleshoot field issues. This individual will be required to work well with EBMUD and consulting engineers, as well as EBMUD operations and maintenance staff. The candidate should also possess excellent verbal and written communication skills, demonstrate good interpersonal skills with a teamwork-based approach, and be able to work independently with minimal supervision.

Specific job duties include:

Reviewing and interpreting construction plans and specifications; responding to RFIs; compiling and summarizing submittal comments for return to the contractor; documenting field activities; assisting with startup activities; resolving field issues with design engineers and operation and maintenance staff; preparing cost estimates; and reviewing and preparing schedules. Assistant engineers should be familiar with typical software used for construction management including Excel for spreadsheets and Microsoft

Project or Primavera for scheduling.

Flexible/hybrid work from home schedule may be available for some positions in this job classification.

The salary range is $11,214 per month increasing to $11,775, $12,364, $12,982, and $13,631 after 6, 18, 30, and 42 months, respectively.

Requirements

1. A bachelor's degree in a civil, electrical or mechanical engineering curriculum accredited by ABET or a California Engineer-in-Training Certificate; and

2. Two years of professional civil, electrical or mechanical engineering experience, at a level comparable to or higher than EBMUD's Junior Engineer classification, after obtaining the education outlined above. An advanced degree in an accredited engineering curriculum may be substituted for one year of the required experience.

3. Possession of a valid California driver license and a satisfactory driving record.

The Selection Process

1. Submit a completed EBMUD application and the required supplemental question responses online at www.ebmud.com by 4:30 p.m., Friday, April 11, 2025. Only application materials submitted online during the filing period will be accepted.

2. Candidates must achieve a passing score on each test part to advance to the next step in the selection process.

3. All qualified applications and supplemental responses will be competitively evaluated, with those candidates receiving a passing score to be invited to a panel interview.

4. Successful candidates will be placed on the hiring list, based on rank, for further consideration to fill the current regular vacancy, as well as others occurring over the next 12 to 24 months.

5. The probation period for this position is 12 months. For those holding civil service status the probation period is 6 months.

6. All employment offers are conditional, pending the results of a Live Scan background screening. All selected finalists must participate in the Live Scan background screening process to remain in consideration for EBMUD employment.

This may include construction site visits, inspecting the contractor’s work, answering requests for information (RFIs), reviewing submittals, reviewing schedules, and preparing cost estimates; either as an employee for a contractor or for an owner/agency.

Describe your engineering experience related tasks on wastewater, water, reclaimed water, or renewable energy facilities. Examples may include experience related to pipelines, pump stations, treatment plants, chemical feed systems, or related facilities.

Describe any experience you have with construction contract specifications and drawings. This may include writing and editing specifications, drafting or redlining drawings, or interpreting specifications and drawings during the course of construction.
