If so, then East Bay Municipal Utility District (EBMUD) encourages you to apply for the Associate Civil Engineer position within the Water Resources Planning Division’s Water Rights and Proceedings Section, which is part of EBMUD’s Water and Natural Resources Department.

The selected candidate will be given opportunities to work on water right projects that support water transfers, groundwater banking, new reservoirs, hydroelectric operations, and the State Water Resources Control Board (SWRCB) Water Quality Control Plan. Candidates will also gain exposure to modeling (e.g., RiverWare, HEC-HMS, HEC-RAS), SWRCB water rights proceedings (e.g., petitions and protests), stakeholder engagement, and negotiating complex long-term water right agreements.

Specific responsibilities for the Associate Civil Engineer in the Water Rights and Proceedings Section may include:

• Conducting comprehensive engineering and planning studies of EBMUD’s water system.

• Preparing/reviewing EBMUD’s annual water rights reports to the SWRCB.

• Obtaining permits from local, state, and federal regulatory agencies for surface and/or groundwater diversions.

• Developing/updating water accounting spreadsheet models to comply with limits established under water rights and agreements.

• Developing/reviewing water supply operations planning model results to analyze effects on EBMUD’s water supply system due to changing conditions.

• Preparing/reviewing and commenting on water supply assessments and environmental analyses, including EIRs.

• Reviewing and negotiating water supply agreements.

• Using GIS software to perform analytical tasks to support hydrologic studies.

• Preparing reports that include computations, text, charts, sketches, conclusions, and recommendations for engineering projects.

• Leading and directing inter-disciplinary project teams.

• Presenting project findings and results to management, staff, and the public.

• Reviewing proposed regulations and legislation to determine technical accuracy and potential fiscal impact on EBMUD, and then making appropriate recommendations.

• Preparing, reviewing, and administering consultant contracts.

The ideal candidate will work well independently and in diverse team settings, and with other water agencies or state and federal water-resources related agencies. As appropriate to the assignment, the ideal candidate will demonstrate proficiency in oral and written communication, preparing complex reports and environmental documents, engineering analyses for a variety of projects, giving technical presentations, and have project management skills that include scheduling tasks, monitoring and tracking project progress, and the ability to organize meetings, coordinate participants, handle multiple tasks, and prioritize goals.

The salary range is $11,976 per month increasing to $12,575, $13,204, $13,864, and $14,557 after 6, 18, 30 and 42 months, respectively.

This position may be eligible for a hybrid onsite and telecommuting option, subject to review and approval by senior management, after completing three months of fulltime employment.

Requirements

A typical means of acquiring the essential knowledge and abilities is:

1. A bachelor’s degree in an ABET-accredited civil engineering curriculum OR a California EIT Certificate;

2. Four years of professional civil engineering experience (subsequent to obtaining the degree); AND

3. California registration as a Professional Civil Engineer.

Must possess the physical characteristics to perform the critical and important duties of the position including both office and field duties, and maintaining a physical condition necessary for sitting, standing, climbing steep stairs and ladders, or walking for prolonged periods of time. A valid California driver’s license and a satisfactory driving record are required. Must be willing to work overtime when needed.

The Selection Process

1. Submit a completed EBMUD application and the required supplemental question responses online at www.ebmud.com by 4:30 p.m., Friday, April 5, 2024. Only application materials submitted online during the filing period will be accepted.

2. Candidates must receive a passing score on each test part in order to advance to the next step in the selection process.

3. All qualified applications and supplemental responses will be competitively evaluated, with those candidates demonstrating the strongest qualifications for the position to be invited to a panel interview tentatively scheduled for late April or May 2024.

4. Successful candidates will be placed on the hiring list, based on rank, for further consideration to fill the current regular vacancy, as well as others occurring over the next 12 to 24 months.

5. The probation period for this position is 12 months. For those holding civil service status the probation period is 6 months.

6. All employment offers are conditional, pending the results of a Live Scan background screening. All selected finalists must participate in the Live Scan background screening process to remain in consideration for EBMUD employment.
